In this article, it was reported that the city council of New York City recently approved an ordinance that will allow non-citizens to vote in local elections, making the city the biggest local government unit to allow non-citizens to vote. There are around one million adult non-citizens in the city, which represents roughly 20 percent of the number of eligible voters. The council voted 33-14, with two abstentions. Under the law, a person only needs to be in residence in the city for 30 days and he must have a work permit.
