It is a common trait for humans to manifest being self-centered and selfish on surviving during events or disasters that threaten one’s welfare or life, wherein these manifestations are also present among departments sectors during crisis and result to the absence of collaboration. According to Rowitz (2014), the Incident Command System (ICS) or unified command system allows the amplification of collaboration of different response teams that respond to the needs of victims of crisis, horrific events, or disasters.
