A personal representative has to be qualified and competent. Those with questionable ability to make sound decisions are prohibited to become a personal representative. Considering this fact, minors, convicted felons, and mentally incompetent people would not be appointed because their competencies are questionable. Despite being competent, judges are also not permitted to become personal representatives. Citizenship is not an issue when selecting a personal representative; however, it is one of the factors being considered when appointing one.
