I have attached a power-point that includes the main ideas and outline of the paper to give you an idea of what should be roughly covered.

Brief Overview: The California home prices and rental prices are very high and still growing. The reasons for these high prices are limited supply of new homes against growing demand and population. The causes of high prices could be high land cost due to low-density zoning and land-use regulations, high development costs because of high labor, material and administrative cost. The consequences of these high prices and affordable housing would be overcrowd, homelessness, and etc. The recommendation could be to introduce affordable housing fund through maybe tax increase such as measure H in Los Angeles. The funds would be used to create affordable housing as well as increasing the insufficient funding for rent subsidy programs. Another recommendation could be to ease land-use regulations, update zoning ordinances, and incentivize developers to build more affordable hosing. The potential audience of the paper that we are making the recommendation to could be organizations such as HUD, but since we are in California and we are proposing a tax increase we can possibly address it to the California Senate to introduce a bill.

NAE GRAND CHALLENGES LITERATURE REVIEW AND RECOMMENDATION REPORT

Background: NAE Grand Challenges
The National Academy of Engineering has developed a set of what they consider the most important technological goals for the 21st century. These goals, called the “Grand Challenges,” are broad and complex, involving sustainability, health, security, and the “joy of living.” They involve a broad range of science and engineering foci, including, but not limited to, fusion energy, brain science, and cybersecurity. Your mission
You will be working in groups. Assume that your group has been asked to submit a report for a governmental or professional organization (such as the EPA, NIH, or NAE) that is interested in promoting research to address one of the Grand Challenges. Your report will contain two major components: a literature review and a set of recommendations based on that literature review.

Major deliverables
Literature review: A literature review is a survey of existing research on a topic. You are already familiar with this concept through your research and development of annotated bibliographies. A successful literature review, however, goes way beyond the annotated bibliography in terms of both its scope and its sophistication. Successful literature reviews do more than simply summarize existing research; they analyze and discuss that research and also point out gaps in or problems with the research to suggest areas that require further study.

In this report, you will conduct a literature review of the state of the art on a particular technology or set of technologies that relates to the Grand Challenge you have selected. What are the existing approaches in this field? The existing technologies? How do they work? What are their benefits and drawbacks?

You must also evaluate the significance of that research and those technologies: Which are the main contenders in the field? Is there an approach that is less well-known but promising? What is not significant to the field?

Unlike with your annotated bibliographies for this class, your research for this report should draw mainly on peer-reviewed, academic publications. While there is no set number of sources required for this project, you are likely to have at least 15-20 sources.

Recommendations: Based on your literature review, write a set of recommendations for the organization you are addressing. Of the technologies or approaches you reviewed, which look the most promising for further research and/or implementation? Why? You must justify your recommendations with solid reasoning. Be sure to address any challenges or difficulties in implementing your recommendations.

Your recommendations must also consider the ethical and/or policy implications of the technologies or the implementation of the technologies.

Final Written Report

Each group will submit a final written report. Details, while flexible, include the following basic elements:
• The body of the report (excluding transmittal memo, cover, table of contents, executive summary, references) will be at least 12 single-spaced pages (each page consists of 500-600 words).
• Illustrations, pictures, photographs, tables, charts, and any other non-textual expressions do not count towards the page limit.
• It will conform to a format appropriate for the purpose and audience.
